Indeed, the web IS NOT public domain, unless text specifically states that the author has put it into PD. You can/should create a DMCA takedown notice, and contact your lawyer. My only concern however, is any rights you may have waived by placing this into the 2005 Ice Dragon compilation.

The threat of lawyers is usually enough to get them to change their tune. It's even more sweet if they choose not to heed the warning, and wind up getting litigated out of existence. Yes, I do bring nukes to knife fights, why do you ask? ;-)
